Brussels wants to ease Airbnb restrictions in pressured housing zones

The European Commission is preparing to propose a law to help local authorities limit short-term rentals and the purchase of properties intended for that use in areas where housing is scarce, a measure aimed at easing pressure on the housing market and overtourism.

An EU initiative to support cities

The European Commission is due to present a proposal this week, promised by the end of 2025, as part of an unprecedented plan to tackle the housing crisis. According to a working version consulted by AFP, the text would give cities, regions and other local authorities the power to reduce access to short-term rentals and to regulate the purchase of properties intended exclusively for that activity in areas classified as “under housing pressure.”

What the draft says

The criteria for these areas include, in particular, the gap between housing prices and residents’ incomes. The proposal excludes owners who rent out their main residence for short periods.

Context and national measures

The EU has faced a 60% rise in house prices and roughly a 30% increase in rents over 15 years, according to the European statistics office. In France, the 2026 Finance Act reforms the taxation of vacant housing: as of 1 January 2027 the combined tax will be 17% in the first year, then 34% (municipalities may raise it to 30% and 60%). Paris will apply the maximum rates. In addition, the Le Meur law, enacted on 19 November 2024, already tightens the regulation of tourist furnished rentals.
